Total Asset Visibility in Large Environments

Our solution is a proven asset management system in a government property environment. We pioneered managing total asset visibility for information technology assets in large environments when computer assets were being managed with PC tools or network sniffing tools. Our software solution allows true enterprise asset management for “need to buy” requisitions through retirement and disposition of the asset. We have a closed loop system that tracks assets and maintains their configuration and repair activities.

We offer the ability to track repair orders and configuration upgrades to create a living record of the asset. We allow for complete cost data recording against the asset. A complete cataloging capability exists that the accountable asset manager to categorize and cross reference asset by commodity code driving down to the item identification of the asset. We have capability and understanding of RFID tagging for the required assets. The system allows for location mapping of the assets including mobile locations for the individual in possession of the asset. Hand receipts for individual accountability in possession of the asset is included in the asset inventory data. The ability to audit asset accountability along with complete inventory record management of the assets is organic to the inventory module of the assets managed. All required inventory dates and reconciliations are managed within the system.

Complete cost management from acquisition through disposition is maintained at the item level. This function allows for budgeting as well as accountability in the procurement, possession, and inventory cycles. This integrated allows for valuation of asset reporting by asset category with flexibility of commodity grouping of the assets as well as acquisition valuation reporting of the assets. The system maintains a real time perpetual inventory of all assets in the field as well as in central stores by physical location. This allows again for an enterprise or organizational unit integrated total asset visibility picture for the organization. This complete cost tracking profile allows for a complete accountable property record integrated into an organizations books of account.

The system has flexible APIs for interfacing to other systems and third party software. Web enablement gives the personnel with defined security to maintain asset accountability throughout the life cycle of the asset usage. The system can be configured to maintain configuration status of both hardware and software in a parent child relationship including revision and maintenance history of the asset.

The system utilizes a SQL database with web enablement allowing for flexible Microsoft friendly reporting that can be user driven and/or centrally controlled. The software pricing and warranties is made for enterprise utilization and has a maintenance agreement that reflects a total cost of ownership model that is flexible regardless of usage.

Redesigning Scheduling Practices for Master Planning

Performed in partnership with Lockheed Martin. The Program Executive Office for Special Operations Forces Support Activity (PEO-SOFSA) is responsible for executing USSOCOM’s largest service contract vehicle, which provides a wide range of contractor logistics support and associated services globally-for the Command’s Special Operations Forces (SOF) service components and warfighters worldwide remote operations.


We evaluated and redesigned a 25 year old scheduling practices for master planning and back shop scheduling for SOF aircraft programs including both fixed and rotary wing programs. These programs included major modification efforts along with fleet sustainability spares support. This project has involved the evaluation, redesign, scheduling, engineering and monitoring of all programs including through field support. The platforms included new versions and upgrades of older systems. Remote site support was also an integral consideration in the evaluation and monitoring effort for maintenance as well as the depot major modification efforts. Our team was engaged to provide ongoing logistics supply chain program management inclusive of distributed learning and collaboration tools via “cloud” portal and other media.


This services support included working directly with SOFSA personnel on a broad range of task requirements to obtain sustainable activities including:

Massive Data Management that Yielded Timely Reporting

We performed as a major sub-contractor on SOF-CLSS to Lockheed Martin across multiple task orders to achieve FOC for Lockheed on the USSOCOM-SOFSA.

Across three task orders over a period of two years our team worked data management issues technically and functionally in both supply support, ground systems, special projects, and aviation modification repair and overhaul for rotary and fixed wing. We utilized the COTS systems and Army/DLA logistics systems(ALS-A, FLIS, GCSS, SAMS, and SARS) in functional data rationalization/normalization, functional data integrity development, Process improvement for data management, organizational development, analytics/dashboard development, mechanical data conversions, technical conversions, testing, and software promotion/rollouts.

We utilized our unique statistical process control methodology for data normalization/rationalization, data development for over 150000 unique items, independent demand spares and dependent demand items in both supply support and modification, repair, and overhaul for USASOCOM, MARSOC, NAVSOC, AFSOC, and the 160th aviation brigade. Our team performed hands on indicative data normalization/rationalization for non-standard items across all 9 key processes of supply support for materiel utilized across global theatres. These activities included updating COTS systems with normalized data, data cleanup for incomplete data elements and data categorization for data stores and data visualization. We utilized data analytic tools to further data integrity and establish inventory baselines across all commodity codes.

Key areas of data presentation and management were quality, scheduling, receiving, inventory, disbursement, shipping, turn-ins, disposition, and production. These efforts included technical development, process definition/documentation, training, data security, data organization, data retrieval, database/data warehouse management, data visualization, and technical interfaces.

Our team was able to further utilize COTS tools to identify and improve business challenges from data warehousing functions in excess/surplus material qualifying for disposition, improve material flow cycle times for turn ins, pick pack and ship, integration of data presentation to reduce time to buy, improve and determine root cause of quality problems, present total asset visibility from source of supply to unit utilization levels including tracking and reporting.

All tasks were accomplished ahead of schedule and within fixed price budgets. We performed the enterprise analysis that created the framework for program success up front and then participated through all phases of execution across the enterprise. The key to development was massive data management that yielded timely integrated reporting and the development of single points of accountability that gave system generated metrics for command decisions. Our team worked with the USSOCOM and Lockheed personnel directly through the successful completion of the program.

Logistics Technical Services Data Leverage Project

AGR has utilized its Big Data advantage and “Analytics Plus” to perform on a series of technical services logistics programs. Our team reviewed Federal government logistics opportunities and concluded, with technology leverage and procurement expertise, a viable project could yield profitable results starting from a ground zero position.

This project reviews an average of over 2000 procurement requirements, 365 days a year and categorizes them first by major sourcing type and then by technical condition. A secondary filter is used to review the procuring agency and to apply a success factor, sifting higher success opportunities for asset utilizationpursuit. These analyzers create a base data block that is warehoused in a master pursuit category.

We then use reverse procurement commodity logic to create a classification model for need to action by logistics professionals. The field procurement execution teams utilize classification models by evaluating their assigned actions into an analytic tool that evaluates against Null, Bayes, and single-variable models to prioritize work packages including supplier interactions. This allows us to maximize our interrogative and execution actions against limited capacity. Since most simple engineering and buy-sell activities at the federal government level produce razor thin margins, adding capacity to process transactions may not be profit effective.

The priority sequence for our classification of action model is:

  1. Classification
    2. Clustering
    3. Ranking
    4. Scoring.

    Phase III of the Logistics Project will be to construct a more rigid “trained” classification model to streamline the prioritization process and reduce model classification analysis cycle time. This classification modeling approach is a classic case of adapting aggressive commercial business practice to FAR controlled government procurement and sustainment. We are also working on the specifications for LOG likelihood module to pre determine success likelihood using a plot of events with the Y axis being True Positive Results and the X axis being False Positive Results that further refine the priority of RFP responses.

Our team has also moved into validation of our models so that we can continue to expand our Federal Government footprint on new data and/or model validation. Our efforts here are first to avoid bias or the systemic errors in our models such as under predicting or over fitting in our model efforts. The data visualization of our efforts are driven by straight forward pragmatic metrics such as revenue growth of this business line versus actual revenue growth, profit margin on an ABC cost basis versus actual resource costs expended, and absolute profit versus target profit.

We have been able to utilize our technical skill base in massive data manipulation without “hands on ” skills as logisticians and procurement professionals to create a high growth consultative business line winning prime logistics and sustainment contracts with the US government.
